Won't autonomy lead to a Palestinian state?

Not necessarily. For example, it can also be a blueprint for a Benelux arrangement, a framework including demilitarized zones, even an arrangement for areas without sovereignty. We have come to realize in the course of the negotiations that the familiar solutions do not have a long life expectancy. They attract supporters but also opponents. I believe that the final status will be based not only on the existing proposals, or on the fears expressed about them, but on a series of totally new ideas that have not yet dawned even on the best informed people.

Later, Peres would change his mind and write an article explaining why Israel needs a Palestinian state. Questions and answers by then-Foreign Minster Shimon Peres, presenting the Israeli-Palestinian Declaration of Principles to the Knesset on Oct 23, 1995
  1. Why don't you present this agreement to the people to decide?
  2. Does the agreement harm Israel's security or strengthen it?
  3. Do you propose that the State of Israel rely on the Palestinian side?
  4. Why are you selling off parts of Israel?
  5. Why do you want the settlers to give up their homes?
  6. What's the hurry?
  7. Why didn't you head directly into negotiations for final status?
  8. Is the autonomy a blueprint for a Palestinian state?
  9. What has Israel gained from the Oslo 1 and Oslo 2 agreements?
  10. Why don't you try to create a dialogue with those who reject your path?
