The explicit answer is that nobody has been asked to give up his home.

evacuation of even one settlement.
The edifice we are building is based on a change in relations, not
necessarily a change in locations. If the two sides were to develop a
different relationship, the whole problem would take on a totally
different form. Hatred would give way to understanding. If relations
improve, there will be no problem. If relations continue as they are,
there will be no solution.
